This 2007 declaration of income , as required by the Local Government Ethics Law Financial Disclosure Statement, leaves out the $35,000 salary for mayor.

If you Google what was listed, "spb enterprises, fanwood, nj," you get the web site of the Plainfield Area NAACP. The name is at the bottom of the page in a place that indicates that this is the company that created the web site. And that's all...not much of an "enterprise." It's rather doubtful that this is the sole means of support for the mayor's spouse. So it seems as if there is other income missing along with the mayoral salary.
