Once again, heavy rains are coinciding with erratic modem behavior. I guess I will have to spend another 10-12 hours next week waiting for a repairman.
As Old Doc reported, the City Council approved a three-month initial budget for FY 2010, with Councilman William Reid making up the necessary fifth vote by phone. Elliott Simmons, Linda Carter, Annie McWilliams and Rashid Burney voted in person. Cory Storch and Adrian Mapp were absent.
The conference call delighted resident Jeanette Criscione, who saw it as the governing body's entrance into modern times. She advocated wider use of the method, so that those willing to serve on boards could still do so despite challenging work or travel schedules.
Carter took the opportunity of the special meeting to put in a plug for National Night Out in August. There will be a Bike Rodeo for kids on Aug. 1 from 11 a.m. to 3 p.m. in Library Park and then the traditional gathering on Tuesday, Aug. 4 at City Hall, starting at 6 p.m. Not to be a party-pooper, but Plaintalker hopes there will be a judicious use of city staff and/or overtime as this kind of event recurs in the current economic crisis. News programs are rife with reports of layoffs and furloughs and Plainfield cannot act as if things are normal. It seems that a lot of the effort is voluntary on the part of city employees and that is exemplary.

How can Corey and Adrian both be absent for something so important as the Budget?
Burney called a special meeting even though he knew the other two wouldn't be able to make it.
The meeting notice said the mayor called for the meeting. Anyway, it was discussed at the June 15 meeting that some people had conflicts.
As you say, In all due respects, may I say phone calls are NOT permitted in Congress [which has a long tradition of ill members cared in on their death beds to vote] and phone calling in votes could be frought with errors/mispoken nay/yea hesaid/shesaid.

Let it be noted that City Clerk Laddie Wyatt had Reid testify under oath that it was indeed himself on the phone, even though any regular council attendee could recognize his voice.
It should also be noted that Mapp stated at the previous meeting that he would be at the meeting by phone. Too bad he wasn't.
