
Horizons at Plainfield, the 75-unit conversion of the former Tepper's department store, has a nice sign and a plot of rosebushes at its entry on West Front Street. The building's ground floor has commercial uses and the city owns the basement, a 17,000-square-foot space that so far has no designated use.

These doors from the basement open out into a walled courtyard with no access from the street. The city is in effect a condo owner, but Plaintalker has been unable to obtain the amount of condo fees paid or owed so far for the unused space.
